Moreno Pushes Ban On Foreign Flags In Capitol, Calls Ukrainian Flag Display A ‘Disgrace’
Sen. Bernie Moreno (R-OH) has introduced a bill that would bar members of Congress from displaying foreign flags on U.S. Capitol grounds, a move he says is long overdue after Democrats showcased Ukrainian flags during President Donald Trump’s congressional address.
The bill, called the “Allegiance Act,” would prohibit the use of official funds to purchase any flag other than the U.S. flag and explicitly forbid the display of foreign nations’ banners in Congress. Moreno, an immigrant from Colombia who became a U.S. citizen as a teenager, has been vocal about the importance of prioritizing American interests.

“We swore an oath to the American people we would always put them first,” Moreno said. “Let’s start acting like it and stop sending billions overseas on endless wars while Americans are struggling.”

The bill follows a controversial exchange between Trump and Ukrainian President Volodymyr Zelensky, where Zelensky’s confrontation with Trump and Vice President JD Vance led to his removal from the White House. In response to the meeting and the suspension of U.S. military aid, Zelensky later reached out to Trump expressing willingness to move toward peace.
Before Trump’s address, Moreno distributed American flags to fellow Republicans as a direct response to Democrats’ use of Ukrainian flags. He recalled a defining moment from his own path to citizenship when a Marine told him, “You better remember you only bow to one flag.”
Moreno’s legislation is expected to face resistance from Democrats, but it has gained support among Republicans who see foreign flag displays as a distraction from America’s pressing challenges.
