Democrats Block SAVE Act, Shoot Down Proof Of Citizenship Requirement For Voting
On Wednesday, 198 House Democrats voted against the Safeguard American Voter Eligibility (SAVE) Act, which aims to require proof of citizenship for voter registration in federal elections. The bill, which seeks to prevent foreign nationals from voting, passed the House with support from 216 Republicans and five Democrats.
Now, why would Democrats not want to require proof of citizenship?
The SAVE Act, introduced by Republicans, proposes an amendment to the 1993 National Voter Registration Act, mandating documented verification of citizenship before voter registration. Despite the bill’s passage in the House, a substantial number of Democrats opposed it, with four Republicans and ten Democrats abstaining from the vote.
Currently, voter registration through state motor vehicle agencies requires applicants to attest to their citizenship status by checking a box, under penalty of perjury. Republicans argue this system is ineffective, pointing to a Washington Times report that identified 11,198 non-citizens voting in Pennsylvania under the current honor system.
House Minority Whip Katherine Clark (D-MA) led the opposition, urging Democrats to vote against the bill. Representative Joseph Morelle (D-NY) and Representative Terri Sewell (D-AL) stressed that voting by non-citizens is already illegal, with violators facing up to five years in prison and potential deportation.
Opponents of the SAVE Act argue that it would complicate voter registration for U.S. citizens who typically use their driver’s licenses. The Help America Vote Act (HAVA) already enables states to compare motor vehicle administration data with new voter registrations for federal elections. However, both Social Security numbers and driver’s licenses can be issued to non-citizens, which complicates the enforcement of the current system.
In states like California, individuals can register to vote without a Social Security number or driver’s license by presenting alternative forms of ID, such as a credit card, gym membership, or utility bill. Critics argue these forms of ID do not prove citizenship, making the system vulnerable.
Proponents of the SAVE Act insist that more robust measures are essential to safeguard the integrity of U.S. elections. The bill now moves to the Senate, where it will face further debate and scrutiny. As the conversation continues, the balance between securing elections and ensuring voter access remains a contentious issue.
